AI-Powered Cameras Cut Illegal Dumping in Krasnoyarsk by Half

An AI-based surveillance system launched two months ago in Krasnoyarsk’s Oktyabrsky District has reduced illegal dumping by 50% while cutting cleanup costs fourfold.

The project was implemented in partnership with MTS. Cameras were installed at 17 locations, primarily near apartment buildings where illegal dumping sites most frequently appear. The system monitors waste collection areas around the clock, tracking garbage truck arrivals, recognizing vehicle license plates, and measuring how full containers are. If containers overflow, municipal services receive automatic alerts. When violations are detected, the system issues audio warnings and uploads the data to a cloud platform accessible to inspectors from any device. Over the past two months, authorities issued 460,000 rubles (about $5,000) in fines to violators.

“The video surveillance and illegal dumping monitoring system is another effective tool in protecting Krasnoyarsk’s natural environment,” said Sergey Egoshin, MTS regional director for Krasnoyarsk Krai.

According to acting district administrator Yevgenia Potylitsina, the district spent 14 million rubles (about $155,000) in 2025 to remove 8,500 cubic meters of waste alone. In 2026, part of those funds was redirected toward technology-based solutions. Officials plan to expand the system to other parts of the city.
