Russia Plans Unified Digital Platform for Subsidized Nutrition

A new national system under development by the Ministry of Health could streamline access to medically approved food assistance through a digital certificate tied to individual needs.
Russia’s Ministry of Health is working on a centralized digital service that would provide subsidized nutrition to eligible citizens based on their specific health requirements. The initiative is part of a broader strategy to modernize the country’s medical and social assistance infrastructure.
The plan was outlined by Rafael Shavaleev, Director of the Department of Medical Care for Children, Obstetrics, and Public Health, during a recent roundtable discussion in the State Duma.
The digital certificate system is being considered as a step toward establishing standardized social support across Russia. It will likely be integrated with existing government platforms, increasing ease of use for citizens.
