Russia to Introduce Unified QR Code for Payments

Russia is preparing to roll out a single QR code that will bring together existing cashless payment methods. A full transition to the new payment format is scheduled for 2026.

A Universal Code

The unified QR code will work as a single entry point for different payment scenarios. Shoppers will only need to scan one code with their smartphone camera. They can then choose a preferred payment method in their bank’s app – unless one has already been set by default. Options may include transfers via the Faster Payments System, direct payments from a bank account, or transactions using the digital ruble. Separate QR codes for each payment method will no longer be required.

Equal Access for Banks

The operator of the unified payment system is the National Payment Card System. According to the operator, the universal QR code is already available to more than 200 banks and around 7 million retail outlets across the country. Technically, the code contains a standardized payment link that redirects customers to their banking app, where the payment amount and merchant details are filled in automatically. This significantly speeds up checkout for customers.

The operator stresses that access to the system is offered on equal terms.

“Every bank in the country can connect to the universal QR code on equal terms and offer its customers a convenient payment acceptance scenario,” the system’s press service said.

Built for the Digital Ruble

The unified QR code is also set to become the main interface for payments in the digital ruble. From September 1, 2026, all systemically important banks will be required to support digital ruble transactions through this mechanism. From 2027, the requirement will extend to banks with a universal license, and from 2028 to all other credit institutions. These timelines have previously been confirmed by the Bank of Russia in its explanations on the rollout of the digital ruble.

For businesses, the new format simplifies payment infrastructure – a single code replaces multiple stickers and terminals. For consumers, the process remains familiar: paying with a smartphone camera, without cards or cash. The universal QR code is expected to become a basic standard for settlements between suppliers of goods and services and retail customers.
