Russia’s Emergencies Ministry Updates Fire Safety Work Notification System
Russia’s Ministry of Emergency Situations has upgraded the online form used to notify authorities of licensed activities through the government services portal.

The new algorithms simplify data entry and help identify potential violations by license holders.
Document submission workflows are now organized by type of work: installation, maintenance, and repair. A new “one contract, one region” rule has been introduced, while entering future dates and submitting completion notices prematurely are now blocked. The form has also been integrated with the Unified Register of Types of Control and the Federal State Information System Arshin.
To make the process easier for users, the system now supports saving drafts and selecting multiple addresses within a single region. Notification deadlines remain unchanged: notices must be submitted within five business days of signing a contract or before work begins at a site if no contract is in place. Completion notices must be submitted within five business days of signing the work completion certificates.
The updated system strengthens oversight of compliance with licensing requirements. If a license holder fails to submit notifications for more than a year, the system flags this as a potential violation. It then issues a warning and allows 90 days to resolve the issue.
The upgrade is intended to improve the reliability of reporting and prevent the fraudulent confirmation of completed work.
