School Students to Train AI to Process Citizen Letters in Rostelecom Competition

Young programmers will build a service that automatically sorts citizen inquiries submitted to government agencies. Participants in the international AI Challenge will train AI models to identify the subject of complaints and public requests.

During the main stage of the artificial intelligence competition, students through the eighth grade will tackle a real-world challenge provided by Rostelecom. Participants entering the Beginner category will develop a system for processing letters submitted by the public. The task requires only a basic knowledge of Python. The AI model will be expected to identify the topic of each document—such as housing and utilities or transportation—and extract the sender's contact information. According to the competition organizers, the tool could help route requests to the appropriate officials more quickly while reducing the amount of routine manual processing required by government agencies.

“This year we designed a challenge with a strong public-service focus. Participants will be asked to create a service for automatically processing citizen inquiries submitted to government agencies and other relevant organizations,” said Roman Khazeyev, Rostelecom's director of digital technology development.

According to Khazeyev, Russia's digital products have already reached a high level of maturity, becoming faster, easier to use, and more accessible across an expanding range of everyday services. Giving students an opportunity to apply their skills to socially significant challenges is expected to increase both their engagement and motivation.

The international AI Challenge is open to school students and university students from Russia and other countries who are up to 25 years old. The competition features three difficulty levels based on participants' experience. Registration will remain open through September 15, qualifying rounds will be held online, and the final will take place in person in Moscow during the Artificial Intelligence Journey conference.
