Russian Universities Use AI More in Research Than Administration
Russian universities and research institutes are adopting neural networks aggressively in scientific work, while administrative operations remain largely untouched, according to a study by the Kontur Universitet laboratory that surveyed 97 universities across the country.

According to the researchers, administrative use of neural networks remains the weakest area. In Russia’s Central Federal District, the score was just 0.5 points. By contrast, the Far Eastern Federal District became the only region where AI use in research exceeded the 2-point mark.
Another major issue is the lack of clear rules governing the use of neural networks.
Russia’s Ministry of Science and Higher Education has yet to introduce a unified federal standard on the issue. Experts warn that universities are deploying the technology faster than they can regulate it, creating risks that include the erosion of real learning, blurred accountability, and reputational damage.
