Moscow Introduces Digital Monitoring System for Couriers

Couriers in Moscow are now personally liable for traffic and delivery-related violations under a new digital monitoring system introduced by city authorities.

Moscow has launched a citywide digital oversight system for couriers aimed at improving safety standards for delivery services.

Under the new system, all courier electric bikes and scooters are now equipped with IoT modules that monitor vehicle speed. When a vehicle enters a designated low-speed zone, the system automatically prevents it from exceeding local speed limits.

Couriers are also now required to undergo document verification and daily photo-based identity checks. Delivery workers are personally responsible for their conduct on the roads, while the centralized database updates in real time. Authorities say the system allows regulators to impose penalties more quickly, ranging from fines to account suspensions.

“We are seeing that after two years of operating under a unified standard, Muscovites’ trust in courier services has risen to 80%,” said Maksim Liksutov, Moscow’s deputy mayor for transport and industry.

Around 700,000 delivery orders are fulfilled across Moscow every day, according to city officials.
