Samara and Tolyatti Deploy AI-Equipped Cars to Detect Urban Maintenance Violations

Authorities in two Russian cities are using AI-powered patrol vehicles to monitor lawns, waste sites, and building safety issues in real time.

The pilot project was launched by the State Housing Inspectorate of the Samara region. According to Governor Vyacheslav Fedorishchev, the region is among the first in the country to adopt this approach. Cameras mounted on patrol vehicles record cars parked on lawns, blocked access to waste collection sites, ice buildup on buildings, and cluttered surrounding areas.

“In the Samara region, administrative enforcement for urban maintenance violations will be carried out using artificial intelligence technologies. Our State Housing Inspectorate is among the first in Russia to launch such a pilot project,” Governor Fedorishchev wrote.

Recorded violations are automatically sent to the Elektronnoe ZhKKh (Electronic Housing and Utilities system), which forwards requests to the Ministry of Internal Affairs and the Federal Service for State Registration, Cadastre, and Cartography. The inspectorate can then issue penalties without drafting formal reports, using a simplified procedure. The governor emphasized that AI will eliminate bias and reduce the human factor in detecting violations.
