AI System to Take Over Snow-Clearing Oversight in Russian Residential Areas

A smart AI-powered system is being deployed to detect snow removal violations across Russian cities, automatically identifying issues from snow piles to illegal signage.

Novosibirsk has introduced and tested an AI-based technology for monitoring the quality of snow removal on roads and in residential courtyards, said First Deputy Mayor Iosif Kodolayev on the radio program “Evening Conversation” on the station “City Wave.”

The equipment is mounted on service vehicles. The AI device automatically detects snowdrifts, ice patches, icicles, graffiti, illegal advertisements, and other violations. These data may later be used to hold property management companies accountable.

“This device is included in the national measurement registry. It works similarly to photo and video enforcement cameras, identifying ice, snow berms, icicles, graffiti on facades, illegal advertisements, and more. Data collected by the system can serve as grounds for administrative penalties without requiring a formal citation,” the deputy mayor said.

Not the First Experiment

Novosibirsk Region is not the first to use digital systems to improve street maintenance. Earlier, we reported on Vologda Region, where intelligent tools allow real-time monitoring of snow-removal machinery. GPS trackers gather and analyze satellite data and readings from on-board sensors, generate reports, and send them to dispatchers.

In St. Petersburg, the “Gorodovoy” neural network helps track the timely clearing of roofs from snow and icicles. Its main task is to inspect buildings where snow or ice has fallen before.
