Digital Oversight in Construction Is Now a Competitive Edge, Says Igor Rastorguev

AI-powered monitoring tools are rapidly reshaping Russia’s construction sector, enforcing deadlines and improving on-site safety.

AI-powered inspection systems have become a practical reality across Russian construction projects, using computer vision and automated analytics to keep deadlines on track and ensure worker safety.

Digital oversight tools are now embedded into everyday workflows across the country, says Igor Rastorguev, senior analyst at AMarkets. In the Moscow region, the “Digital Foreman” system operates on 272 sites, analyzing feeds from 286 cameras using 22 recognition parameters with up to 95 percent accuracy. It counts workers, tracks equipment, and checks whether teams are wearing protective gear.

According to Moscow Region governor Andrey Vorobyov, by June 2025 the system had helped eliminate more than 1,700 deficiencies and enabled 150 construction projects to be completed without delays.

Building the Future

“For the construction industry, digital oversight is a matter of competitiveness,” Rastorguev explains. “When every participant has access to real-time data, disputes decrease, and there’s less room for unfounded claims. Yes, adopting such systems requires effort and investment, but companies that have already implemented them show that the technology pays off on the very first project. And this isn’t only about economics — it’s about work culture and about how we build Russia’s future.”

Today, 87 Russian regions are connected to the national digital project‑management system for construction. The platform now serves more than 10,000 users and includes data on 20,000 active projects.
