Novosibirsk Region to Showcase AI Tools for Government Employees

Local professionals will have an opportunity to showcase their technologies to colleagues not only from other Russian regions, but also from other countries. That exposure could lead to international cooperation.

From Aug. 26 to 28, the Novosibirsk Expo Centre will host Tekhnoprom-2026 (Technoprom 2026), the 13th International Forum of Technological Development. The Novosibirsk Region Ministry of Digital Development plans to present a joint exhibition, Tsifrovoy gorizont: territoriya iskusstvennogo intellekta (Digital Horizon: Territory of Artificial Intelligence), at the forum. It will feature about 20 AI services for public administration, including intelligent document processing, meeting transcription, digital assistants for employees of multifunctional public service centers and Rosreestr (Federal Service for State Registration, Cadastre and Cartography), and bots that provide residents with information on socially important issues.

In addition, more than 20 IT companies and systems integrators will demonstrate AI technologies for industry, health care, city management, education and business, along with infrastructure technologies for GPU clusters and data centers. The forum is organized by the Russian government, the Novosibirsk regional government and the Russian Academy of Sciences. In 2025, it drew nearly 20,000 delegates from 33 countries.

Russia can be said to be moving beyond AI experiments and pilots toward a standardized set of practical tools for public administration. Russian deployments have already shown that automating routine processes saves time and allows government employees to focus primarily on their most important work.

Tekhnoprom Builds Demand

Successful regional technologies are expected to scale to other parts of Russia, with events like this serving as a showcase for professionals. That means proven projects can count on steady demand, particularly as Russia’s government AI market gradually moves beyond experimental chatbots toward tools that support management decision-making.

In addition, Russian technologies are becoming marketable products not only domestically but also abroad. For Novosibirsk companies, Tekhnoprom could therefore become a starting point for international cooperation. The 2026 program includes Russia-Africa and Russia-China events, and representatives of government agencies, embassies and universities from several African countries have confirmed their participation in the Russia-Africa track.

Regional AI as Strategy

In 2024, Russia updated its National Strategy for the Development of Artificial Intelligence through 2030. The document calls for broader use of AI across the economy and social sector, as well as the development of domestic technologies and infrastructure. At Tekhnoprom-2025, meanwhile, the Novosibirsk Region showcased AI tools designed specifically for government officials: a digital workplace equipped with a suite of AI assistants. This year’s exhibition effectively continues that project while expanding the number of ways AI can be used.

Regional portfolios of AI technologies also began to take shape in 2025. The Chelyabinsk Region reported 14 AI deployments in public administration, while the Moscow Region began developing a nationwide platform for sharing regional AI practices. At the same time, the Russian government started using AI to forecast risks in the implementation of national projects and, in March 2026, created a dedicated subcommission on AI development and adoption to coordinate the work of government agencies and the rollout of neural networks across different sectors.

Russian Technologies for Global Markets

As noted above, the Novosibirsk Region has the foundations needed to turn Tekhnoprom into a venue for selecting technologies that can later be scaled more broadly: the region has showcased AI developments for public administration for several years, while the forum itself is designed to bring government, science and technology companies together. After the forum, the key metrics will be which technologies move into full-scale operation, how many agencies and municipalities adopt them, and how much they reduce processing times and government spending. Those results will make it possible to assess the project’s real significance.

The Novosibirsk exhibition also has export potential. Demand for Russian public-sector technologies already exists in countries across the Global South and Central Asia. If the technologies prove successful in Russia, broadly applicable products may offer the strongest export opportunities. Examples include document processing, speech technologies, digital assistants, analytics systems and smart-city technologies.
