The system will be operated by the Federal Medical-Biological Agency (FMBA). It will include personal information on athletes representing Russia's national teams, regional teams, and the federal territory of Sirius, along with detailed health records, including the results of medical support programs and specialized medical examinations.

The Ministry of Sport, the FMBA, regional sports and health authorities, sports federations, athletes themselves, and the medical organizations involved in their examinations will all be responsible for supplying data to the system.

Under the law, athletes' health records will be classified as restricted-access information and protected accordingly. The legislation will take effect on March 1, 2027.
