Russia Approves Smart Housing Strategy Through 2030

The Russian government has greenlit a nationwide strategy to digitize apartment buildings, aiming to cut utility costs and boost safety through AI-powered infrastructure

Russia has officially approved a plan to bring smart technology to residential buildings across the country by 2030. The new initiative lays out a roadmap for integrating digital systems—from intelligent engineering to AI-driven services—into new construction projects.

Developers will be able to embed smart infrastructure during the design phase. Homes will be equipped with sensors, automation systems, and smart meters to reduce energy usage and slash utility bills. The digitization push also promises more responsive emergency alert systems and personalized services for residents.

A key stipulation is that the technologies deployed must be domestically produced, including software and telecommunications hardware. The Ministry of Digital Development and the Ministry of Construction will deliver a detailed implementation roadmap within six months. Although the strategy is not legally binding, the government expects widespread adoption across the housing and utilities sector.

Pilot projects in several Russian regions have already shown results, cutting electricity and water consumption in smart buildings. Officials plan to bring together developers, tech manufacturers, and housing operators to turn smart homes from experimental showcases into the new normal for urban living in Russia.
