The city administration has signed an agreement to this effect with the Kim Institute of Arctic Geotechnical Safety.

The agreement was signed by Andrey Dobrovolsky, Norilsk’s deputy mayor for municipal services, and Ali Kerimov, the institute’s director. The two sides will collaborate on engineering research into permafrost.

The project draws on observations dating back to 1959, including more than 100,000 measurements and data on nearly 1,200 sites. The model will use these records to calculate changes in ground temperature while accounting for climate conditions. Kerimov said the first version of the model has already been developed, and new measurements will improve its accuracy. The next step will be to launch a pilot monitoring center; the system is currently undergoing the patenting process.

Experts have also proposed clarifying the definition of geotechnical monitoring to cover the entire life cycle of a capital construction project. The proposal will be submitted to the Federation Council.
