Tula Region Launches Virtual Care Portal for Cancer Patients

Doctors can monitor patients’ condition in real time and provide timely support through a digital platform.

In Russia’s Tula region, new digital services are being introduced to improve access to care for patients and their families. Last year, the regional portal Doktor 71 (Doctor 71) launched a dedicated dashboard for oncology patients, bringing together essential medical information and a direct chat with physicians.

Today, more than 1,000 residents are using the service, the regional health ministry told IT-Russia.

Chat With a Doctor

Within the dashboard, each patient can view a schedule of medical tests and their dates. The system also allows users to log their daily well-being. Based on this input, it assigns a green, yellow, or red risk level. Physicians have access to the same data, enabling them to quickly provide the necessary support.

The oncology dashboard also includes a chat with the attending physician, allowing patients to ask questions, уточнить рекомендации or report changes in their condition. It also offers educational materials on the disease, treatment methods, and rehabilitation, along with practical guidance on lifestyle and nutrition.

The new service has streamlined workflows at the regional oncology dispensary. Doctors now have immediate insight into a patient’s condition and can make faster treatment decisions. As a result, appointments are shorter and the quality of care has improved.

Easier Access and “Arsenal of Services 71”

Tula region Governor Dmitry Milyaev emphasized the importance of digital tools, noting they make healthcare more accessible, precise, and responsive. Starting in 2025, relatives of patients with Group I and II disabilities will be able to apply via the Doktor 71 portal for vehicle access permits to hospital grounds.

Another feature connects families with patients in intensive care by providing status updates to relatives. In addition, a chatbot called Arsenal uslug 71 (Arsenal of Services 71) launched this year in the MAX messaging app, allowing users to request home visits from doctors or book appointments.
