Russia to Define Metrics for AI in Science and Education

Minister calls for clear metrics to guide AI adoption across research and universities

Russia’s Ministry of Science and Higher Education is developing key performance indicators, or KPIs, to measure how artificial intelligence is used across the country’s science and education system, the ministry’s press service said. Speaking at a strategic session, Minister Valery Falkov said clear metrics are needed to move toward a more structured rollout of AI technologies.

The KPIs will be divided into three areas – teaching, research, and operations. The ministry says this approach is meant to support a more balanced ecosystem. A baseline set of indicators has already been prepared, and faculty members are expected to review it and propose additions.

For a New Generation of Education

Dmitry Livanov, rector of the Moscow Institute of Physics and Technology, said AI tools are already improving administrative productivity at the university.

Falkov stressed that the key challenge is to define which metrics will actually drive improvements in education quality.

Russia has also published a draft law to regulate AI, released by Mintsifry (Ministry of Digital Development).
