Irkutsk Region Moves Breeding Farms to Digital Livestock Registry

Unified system tracks cattle, pigs, and mink across the region

Since March 1, 2026, Russia has launched a federal state information and analytical system for breeding resources, developed by the Ministry of Agriculture.

The platform is designed to collect, store, process, and analyze data on breeding livestock and herds. It consolidates information on 13 types of animals, including cattle, pigs, sheep, goats, horses, deer, fish, and others. Its implementation can be illustrated using the Irkutsk region as an example.

All Livestock Under One System

The region has 13 breeding farms specializing in cattle, pigs, and mink, as well as five service organizations supporting breeding operations. All of them have been registered in the unified information system.

The rollout of the platform has enabled unified record-keeping, improved control over documentation for livestock sales, and reduced administrative workload related to paper reporting — with all processes now digitized and more transparent.

The system records key data on each animal, including species, unique ID, breed, age, growth and development metrics, reproductive performance, productivity, and breeding value. It also includes birth date, conformation assessments, laboratory test results, and other characteristics.

An Industry Showcase

In the long term, the digital registry is expected to improve the quality of breeding work, enhance management of breeding resources, and strengthen the technological base of livestock farming.

The system is also set to become not only the country’s largest digital database of breeding resources, but also a marketplace-like showcase for the sector. It will include a public registry of animals and herds available for sale. Potential buyers will be able to browse listings, access seller contacts, and connect directly with farms even without logging into the system. Countries of the Eurasian Economic Union are also expected to register livestock in the database.
