Digital Ruble to Strengthen Budget Oversight in Russia

Pilot projects show automated tracking can reduce misuse of public funds.

Russia’s central bank has successfully tested budget payments using the digital ruble, enabling automated tracking of how funds are spent. The system is designed to reduce the risk of misuse and improve transparency, Central Bank Governor Elvira Nabiullina told lawmakers in the State Duma.

“You know how many resources are spent on organizing this oversight, and yet abuses still occur. Digital ruble technology allows this control to be carried out more efficiently and at lower cost. Pilot projects in several regions already demonstrate this clearly,” Nabiullina said.

Next Steps

Finance Minister Anton Siluanov said the next stage is to select pilot use cases for further testing. These could include construction projects, services, or payroll programs.

The digital ruble will become the third form of Russia’s national currency alongside cash and non-cash money. The central bank launched its pilot in August 2023. Starting September 1, 2026, major banks and retailers will be required to offer customers the ability to conduct transactions using the digital ruble.
