Rosatom Unveils Updated Digital Strategy Through 2027

The state corporation has updated its Unified Digital Strategy, setting the direction for information technology development through the end of 2027. The strategic document has already been approved by Russia’s Ministry of Digital Development and Ministry of Energy.

The updated strategy places a central focus on expanding the number of projects that apply artificial intelligence technologies across all of Rosatom’s business segments.

Artificial Intelligence as a Standard

Machine learning algorithms will be embedded primarily into core production processes – from reactor design to construction management for nuclear power plants and maintenance of operating power units.

Advanced digital technologies will also support nuclear plant construction under the General Scheme for the Development of Electric Power Facilities through 2042. New nuclear facilities will be designed and built using digital twins, predictive analytics, and automated quality control systems.

 

Software Import Substitution

The strategy prioritizes strengthening the country’s technological sovereignty. A key target is to increase investment in Russian software and radio-electronic products by nearly 25%. This is expected to generate stable demand for domestic solutions and accelerate the development of the industrial software market.

The rollout of a high-performance ERP system will continue to automate and integrate complex business processes across the nuclear sector – from supply chain management to full lifecycle tracking of equipment.

A major milestone of the previous phase was achieving 100% import substitution in critical information infrastructure. Rosatom developed the “KII-Sert” system to evaluate hardware and software systems and established a dedicated training center for certification specialists.

 

Digital Export

The updated strategy positions Rosatom’s digital capabilities for export. The corporation plans to expand offerings of data center services and other digital products as part of international nuclear construction projects. This approach enables delivery of integrated solutions that combine reactor technology with digital platforms for design, operation, and maintenance.

This model has already been tested at the El Dabaa nuclear power plant in Egypt. In addition to VVER-1200 reactors, Rosatom supplies training simulators, control systems, and digital monitoring platforms. The new strategy formalizes this approach and turns digital services into a structured export product.

Digital Maturity of the Industry

Alongside implementation through 2027, Rosatom has begun shaping a long-term digital transformation vision extending to 2050. This effort includes analyzing global experience, identifying best practices, and adapting them to the specific requirements of the nuclear sector. The approach ensures continuity in digital development over the coming decades.

The updated Unified Digital Strategy reflects a shift from isolated digital initiatives to full integration across core business processes. Digital technologies are no longer standalone projects but embedded elements of reactor design, construction, and plant operations.

 

AI-based services are steadily becoming part of daily operations. In the near future, algorithms will assist engineers in analyzing sensor data, predicting equipment wear, optimizing maintenance schedules, and improving overall operational efficiency.

The digital transformation of the nuclear sector is built on a systematic rollout of technologies that enhance safety, reduce costs, and reinforce technological sovereignty.

The updated strategy sets clear priorities for the coming years and establishes a foundation for global digital leadership in Russia’s nuclear energy sector.

This work will include analyzing global experience, identifying best practices, and developing recommendations for their adaptation, ensuring continuity and the long-term evolution of the corporation’s digital development.
