Russia Is to Launch State Email Platform for Official Communications

Users would access a government-backed digital mailbox through Gosuslugi, enabling legally binding correspondence between citizens, businesses and authorities.

Russia may introduce a new type of email - a state-run platform for official information exchange between citizens, government agencies and businesses, according to a report by Vedomosti citing the Ministry of Digital Development. The service would offer a domestically built digital mailbox accessible via Gosuslugi (public services portal). The initiative is outlined in a postal reform law, and enrollment could become mandatory for legal entities.

Digital Capabilities

The platform would support not only standard messages but also legally significant communications. Users would receive SMS notifications about new messages. Registering as a self-employed worker would require setting up such a mailbox. A federal postal operator would manage the platform, while the government is expected to determine pricing models, tariffs and connection rules.

Since 2025, Russia has also rolled out MAX, a national messaging platform that goes beyond communication to support business development, identity verification and access to public services. Users can confirm age, benefits eligibility and even check into hotels via the service. Additional internal tools are also available for businesses.
