Russia to Launch New GIS for Utility Tariff Calculation and Oversight

Russia is preparing to deploy a new government information system designed to calculate and oversee housing and utilities tariffs. The project will be synchronized with FGIS Tarif and is expected to improve budget discipline across the sector. Over time, officials say, the platform could evolve into the foundation for intelligent management of коммунальная инфраструктура, reshaping how public utilities are planned, financed and delivered.

Transparent Utilities Governance

The Russian government has ordered the development of a federal state information system – GIS “Upravlenie kommunalnoy infrastrukturoy” (Utility Infrastructure Management). The platform will operate as part of the country’s unified digital housing and utilities environment and will be synchronized with FGIS “Tarif” (Tariff), the federal system that monitors housing and utilities pricing. The new GIS is expected to consolidate data on коммунальная инфраструктура, improve tariff calculation and oversight, optimize sector budget expenditures and reduce the costs associated with housing construction and maintenance. The initiative is being launched under the Strategy for the Development of the Construction Sector and Housing and Utilities Through 2030, with a forecast horizon extending to 2035.

The government of the Russian Federation initiated the creation of the new GIS as part of the national project “Ekonomika dannykh i tsifrovaya transformatsiya” (Data Economy and Digital Transformation). Officials state that interaction between citizens and the utilities sector should become simpler and more convenient. Greater data transparency is expected to reduce corruption and operational risks, while improving the efficiency of public spending. The project forms part of a broader digital modernization of public services aimed at streamlining administrative processes.

Unified GovTech Platform

The initiative aligns with Russia’s broader GovTech architecture, which centers on a unified digital platform standardizing public services and improving interoperability among government information systems. In the future, the new system could support advanced analytics, predictive maintenance models, automated allocation of resources and service tools modeled on AI-based request management assistants.

Sector digitization is expected to make housing and utilities operations more efficient and strengthen oversight of financial flows. Officials do not rule out that expenditure optimization could eventually ease tariff pressure. At the same time, the expansion of digital infrastructure is likely to stimulate demand in the domestic IT services market.

Digitalization of Sector Governance

Russia’s housing and utilities development strategy through 2035 includes digitization of sector governance, investment attraction and efficiency improvements as core objectives. As a result, multiple initiatives have emerged to strengthen digital oversight across different segments of the housing and utilities system.

The unified GovTech digital platform serves as the foundation for developing government information systems. Beginning in 2023 – 2024, its use became mandatory across public sector institutions. Since 2025, Russia has operated GIS ZhKKh – a collection of systems for recording housing and utilities services – but it has functioned without integrated centralized management. The introduction of GIS “Upravlenie kommunalnoy infrastrukturoy” is expected to address this gap. The new system will be synchronized with FGIS “Tarif,” operated by the Federal Antimonopoly Service to oversee utilities tariffs.

Foundation for Sector Transformation

The creation of a unified digital system represents a step toward a national digital infrastructure for managing housing and utilities. It is expected to influence budget planning, tariff policy, service quality and IT support across the sector. Over time, industry-specific digital tools are likely to expand, alongside increased demand for cloud services, analytics platforms and standardized APIs tailored to housing and utilities operations. Integration with AI and IoT technologies is also possible.

The unified system is positioned as the foundation for digital transformation of the housing and utilities sector and could evolve into a platform for intelligent management of коммунальная инфраструктура.
