Russia Is to Expand Digital Government Services for Citizens Abroad Across 12 Countries
Starting July 1, 2026, Russian citizens living abroad will be able to obtain qualified electronic signatures and access government services remotely under a new government pilot program.

According to a Russian government resolution, the pilot program will run through Dec. 31, 2027, covering Armenia, Vietnam, India, Indonesia, Kazakhstan, Kyrgyzstan, China, Malaysia, the United Arab Emirates, Serbia, Turkey, and Uzbekistan.
As part of the project, Russian citizens abroad will be able to register in the country's individual pension and social insurance record system, obtain a qualified electronic signature verification certificate, and access government and other digital services remotely. Joint Stock Company Analytical Center will participate in the pilot program free of charge.
