TOREKS Enters Pilot Industrial Operation at All 11 Russian Nuclear Power Plants

Pilot industrial operation of the TOREKS digital information system has begun at all 11 Russian nuclear power plants operated by Rosenergoatom. The rollout marks a major step toward unified digital management of plant operations across the country's nuclear fleet.

The platform brings together plant operations, engineering support, equipment maintenance, and repair activities within a single digital environment. More than 20,000 users will work in the system, including virtually all operations and maintenance personnel at Russia's nuclear power plants as well as employees of contractor organisations.

A Digital Operations Management System: What Makes It Unique?

TOREKS, short for Tekhnicheskoye Obsluzhivaniye, Remont i Ekspluatatsiya (Maintenance, Repair and Operations), consolidates information on millions of equipment assets deployed across Russia's nuclear power plants while monitoring their condition in real time. The platform records equipment defects, tracks corrective actions, and generates maintenance and repair schedules based on the remaining service life of each asset.

Before TOREKS was introduced, equipment records, maintenance schedules, spare-parts requests, and technical documentation were distributed across multiple standalone systems and paper logs. Engineers had to reconcile information manually from different sources, a process that slowed approvals and delayed maintenance activities. Those processes have now been consolidated within a single digital environment. That enables extensive automation of maintenance planning and execution, spare-parts allocation, and resource management.

Scale of the Rollout

The system connects not only all 11 nuclear power plants but also several specialised organisations, including the Experimental and Demonstration Centre for Decommissioning, the Rosenergoatom Crisis Centre, the company's central headquarters, VNIIAES, CONSIST-OS, and Atomenergoremont. Together, they form a unified equipment management framework spanning every organisational level.

TOREKS has been integrated with Rosenergoatom's other digital information resources. It supports all core business processes associated with nuclear power plant operation and represents the largest project within the company's digital transformation programme. Its development drew on operational experience and best practices from every Russian nuclear power plant in the areas of maintenance management, resource planning, and technical documentation.

From Five Pilot Plants to Eleven

TOREKS was initially deployed at five pilot nuclear power plants: Balakovo, Beloyarsk, Kalinin, Kola, and Smolensk. At those facilities, the system was validated under real operating conditions, while procedures for data migration and personnel training were refined.

Kursk Nuclear Power Plant joined the second phase of the rollout. By mid-2026, around 2,000 plant specialists had completed training to use the system. Full commercial operation at Kursk NPP is scheduled for 2027.

Moving from the pilot phase to deployment across all 11 nuclear power plants required extensive standardisation of operating practices. Each plant had previously relied on its own approaches to maintenance planning and equipment records. TOREKS establishes a unified operational standard while preserving the flexibility needed to accommodate the specific characteristics of each site.

What Comes Next for TOREKS?

The system has been built on the Russian AKSIOMA digital platform, ensuring independence from foreign software while meeting information security requirements for critical infrastructure facilities. Throughout implementation, particular emphasis was placed on system reliability, cybersecurity, and operational resilience.

Pilot industrial operation will continue for one year and conclude in the summer of 2027. The results will determine whether the system advances to full commercial operation.

Rosenergoatom also plans to expand TOREKS by incorporating artificial intelligence capabilities. AI tools will make it possible to predict equipment failures, optimise maintenance schedules, and automatically generate maintenance recommendations based on accumulated condition data covering millions of equipment assets.

Deploying TOREKS across all Russian nuclear power plants moves operational management onto a single digital platform while reducing the industry's dependence on foreign software.
